They've contracted out the tourniquets

The city continues to reach new levels of absurdity while screwing with the roads around the shelter. A backhoe dug a hole in the middle of the street in front of the shelter and they closed every road in every direction. No staff could get in or out. Inside, supervisors scrambled to ensure the shelter was properly staffed.

Staff waiting to get in lined their cars down the road behind the orange fence. Everyone had to wait for the backhoe to refill the hole it had just dug, then staff drove in and managed a difficult do-si-do in the underground parking lot with outgoing staff.

This is the latest development as, most staff believe, the city continues to ostracize the shelter. For weeks the shelter has struggled with the surrounding roads being randomly opened and closed for a strange, never ending construction project. If shelter guests venture more than a couple blocks south, they are quickly ticketed by police. Staff are often late for work because they have to navigate the latest maze the city has made for them. One day the south road would be open, with the east entrance closed. Then the next day the south road would have orange fencing around it, and a backhoe haphazardly digging craters, and the east entrance reduced to one lane. This has made it extremely difficult for the buses that come to transport people to other shelters, not to mention delivery trucks and donations that might not come at all.
